Yes, Dratini is considered rare in the Pokémon games. In the original Pokémon games, Dratini could only be found in a few specific locations and had a low encounter rate. In more recent games, Dratini is still considered rare and can often only be obtained through special events, in-game trades, or by fishing in specific locations. Its rarity adds to its appeal and makes it a sought-after Pokémon for many trainers. **

No, Dratini is not unevolved at level 40. Dratini evolves into Dragonair at level 30, and then into Dragonite at level 55. So, by level 40, Dratini would have already evolved into Dragonair. **

It depends on your personal goals and resources in the game. If you have plenty of Dratini candy and are looking to add a powerful Dragonite to your team, then it may be worth evolving the Dratini. However, if you are limited on candy and are looking for a higher CP Dragonite, you may want to wait until you catch a higher CP Dratini or power up the one you have. Ultimately, it's up to you to decide if the investment is worth it for your gameplay style. **
